Networks are made by decisions.
Computing infrastructure is built through public investment, standards, procurement, physical networks and institutions. It cannot be understood from a device chronology alone.
This opening edition identifies a documented research direction. It does not claim comprehensive regional coverage or a completed primary-source investigation.
State priorities shape early systems
The CHM India overview describes the role of government planning, policy and science institutions in the emergence of early computing. That context changes how machine milestones should be interpreted.
Connectivity has a geography
CHM’s 1990 internet chronology names national connections, but an international presence on the internet was not equal to broad public access. Study telecommunications policy, institutional operators, infrastructure funding, and who could connect.
Policy records need context
UNESCO’s digital-education work analyzes public responsibilities and technology risks. Modern policy frameworks may illuminate questions to ask of the past, but should not be projected backward as the motivations of historical actors.
Questions for the record
- Which legal or institutional documents governed a system?
- What did the network actually connect, and for whom?
- Are present-day concerns being mistaken for past intentions?
