Technology grows in institutions, not in isolation.
Laboratories, procurement systems, universities, businesses, policy choices and local expertise shape which computing systems can exist.
This opening edition identifies a documented research direction. It does not claim comprehensive regional coverage or a completed primary-source investigation.
Follow the institution and the budget
The CHM overview of India’s early computing identifies the importance of public institutions and state-directed research in the first decades after independence. A local history must ask what was funded, who maintained the machines, and which missions justified the investment.
Infrastructure is part of authorship
Historical analyses of Latin American data-processing installations emphasize institutions and applications as well as machines. Buying, operating, programming and repairing a system are not the same historical event; each calls for its own records.
Ecosystems cross borders
Devices, training, standards and personnel moved across national lines. A good history can recognize imported components without erasing the local adaptations, teams and decisions that made them useful.
Questions for the record
- Which organizations can be verified in original records?
- Where did expertise, hardware and funding originate?
- How did local constraints change the technology’s actual use?
